The old plants suffered because of equipment problems , while power cuts and unstable power supply were problems common to most of the units . कुछ वर्तमान संयंत्रों की क्षमता-उपयोगिता अनेक कारणों से कम थी.पुराने संयंत्रों का कष्ट पुराना उपकरण था जबकि अधिकांश इकाइयों की समस्या बिजली कटौती तथा बिजली आपूर्ति में अस्थिरता थी .
